How to get
Find the open-world encounter involving a hooligan and a drinking contest, then complete the skill-learning interaction. If the learning attempt fails, the encounter resets after about 30 minutes.
Background
During the late Sui and early Tang dynasties, a master thief named Qian Miaoshou was so skilled that some claimed he could steal the moon itself. One night, cornered by imperial troops, he cried, "Celestial Seize!" Instantly, all weapons vanished and darkness swallowed the moon. When light returned, Qian had disappeared. His ultimate fate remains unknown, but his legendary technique resurfaced generations later.
